Extension of the Call for Registration of Multi-purpose Cultural and Artistic Institutions in the National Licensing Portal

According to Iran Book News Agency (IBNA), in line with the directive of the esteemed Minister of Culture and Islamic Guidance regarding the facilitation and provincialization of licensing matters, as well as the duties stipulated in the Law on Facilitating Business License Issuance approved by the Islamic Consultative Assembly; the prohibition of activity without obtaining a license by entering the National Licensing Portal (mojavez.ir) and the specialized systems of the Ministry of Culture and Islamic Guidance; active cultural and artistic institutions and centers that have not yet managed to obtain a license from the National Portal, as well as multi-purpose cultural and artistic institutions that have old licenses; are required to enter the “Cultural Institutions Licensing System” at maraakez.ir by the end of Aban 1404 (November 2025) at the latest; complete their information and, by necessary follow-up through the said system, finally receive an electronic activity license. Otherwise, old or paper licenses will be invalid, and such institutions will be considered unlicensed according to Articles 17 and 22 of the “Rules and Regulations for the Establishment of Cultural and Artistic Centers, Institutions, Canons and Associations and their Supervision” approved by session 385 on 08/08/1375 (October 30, 1996) of the Supreme Council of Cultural Revolution, and their continued activity will be prevented.

It is clear that active institutions that have always maintained their communication with their provincial departments of Culture and Islamic Guidance and have submitted performance reports to the system every six months in accordance with laws and regulations, have entered the system four years ago. Also, requests for renewal of activity licenses or changes to institutions (including changes in address, institution name, responsible manager, founding members and shareholders, board of directors, inspector, increase in scope of activity, etc.) have only been processed if registered in the “Cultural Institutions Licensing System”. This is evidenced by the fact that many institutions have entered the system and have also received electronic activity licenses.

Considering the obligation stipulated in the Law on Facilitating Business License Issuance approved by the Islamic Consultative Assembly; the prohibition of any paper activity license and permit outside the National Licensing Portal (mojavez.ir); the necessity of submitting continuous performance reports every 6 months by cultural and artistic institutions; as well as the necessity of entering the files of old multi-purpose cultural and artistic institutions into the “Cultural Licensing System”; informing old multi-purpose cultural and artistic institutions that have not registered in the National Licensing Portal and whose files are not available or updated in the “Cultural Licensing System” at maraakez.ir about the clarification of the status of inactive and stagnant files as the last opportunity:

If their information is not available in the said system or their information has not been updated and completed according to the latest status of changes, they are obliged to register, complete, and update their information and follow the necessary process in the system to receive an electronic activity license by the end of Aban 1404 (November 2025) at the latest; otherwise, all their previous licenses and activity permits will be considered “null and void.”
